I've read reference to a TV Liscense, we have to pay extra taxes to the municipality for telephone, computer access, and cable or sat. rec. used to have to pay personal property tax on TV.

Im guessing you're American.

in England and most of Europe, you have to pay a license to the government every year to own a TV. Its because the TV stations are government owned like BBC, and pays for the programming.
