First, try taking him outside for longer. Since you know that he'll pee outside and then pee inside shortly after, then don't take him inside until he pees twice outside.
Also, notice if there is a difference in the peeing. When outside, is it a full stream of pee, and then trickles inside? If so, you might be dealing with submissive peeing, "happy pee," or marking, which are all completely different issues and have little to do with housebreaking.
If he's full-stream peeing in short periods of time, then you should take him to the vet. That can be a sign of bladder problems/infections and should be checked out.

my dog was the same way. There are several tips and tricks, you've probably read, but I'll refresh:
With a puppy, take them out at regular intervals. Every half hour. I know he pees every 5 min, but when you take him out, take him to the same area every time and stay till he pees/ poops. Give a small treat and lots of praise, and when he goes, say 'go potty' or something similar. A phrase you use every time. When he goes or is going inside, take him out immediately saying 'go outside and go potty'. This phrase will help tremendously, trust me. You also have to take him out first thing in the morning, immediately after a play bout, and 10-25 minutes after eating/ drinking. There is also a housetraining spray at petsmart. You spray it outside where you want him to go and when he smells it, he will generally go right there right away. As for getting rid of them smell, if you have carpet, rent a carpet steamer and use a pet specific shampoo. With wood floors, I used a very dilluted bleach solution to mop with.

Well first off your dog is probably drinking way to much so I would cut down on the water some, and then try using a news paper in the house just put it somewhere away from little ones. If the dog continues to pee every five minutes or even as much as every thirty minutes even after you have cut down on the water, then it needs to go to the vet there is something not right.

Try crate training. Give him only a small area, enough to stand/lay/sit/turn around. He won't want to pee in his bed. Give him lots of time outside to go multiple times. Make sure there isn't a medical problem. Don't give him food and water in his crate and take him out as soon as he is done eating/drinking. He should go out every 45 minutes when he is not in his crate. As far as the smell, try Nature's Miracle. I hear it works great!

Also don't react when you see him going potty inside. Instead quietly resolve the matter. If you make a big thing of it by screaming and waving you hands or the similar, the dog will feel rewarded for doing this behavior and will keep doing so.
As far as the smell, I would try Odoban, They sell it at sam's club and similar stores. It worse wonderfully and smells like euclaptyus.
