Have you noticed how different the skin is on different parts of your body? Part of it is the result of the function of that part of the body and part of it is that the skin is actually different. The heel will not take the color as well and it will slough off (if you are clean ;-)). Also, it will be harder to keep clean while it heals (no pun intended), remember you are making little holes in the skin to put ink in. I imagine you will find someone who will do it for money, but it won't last.
People ask about using henna on the face and chest and it doesn't work there because they are more oily than the hands and feet, the areas henna evolved for...suggestion... try henna, it's great on the feet. It only last a few weeks but you could progress to 5, 6, 7......
Stay away from the product called "black henna" it contains hair color and has been known to cause wicked allergic reactions.

most tattoo artists will not tattoo below the ankles or wrists because they normally don't last as long because of the constant use of hands and feet.
i expect that a tattoo on the heel will not last that long, but there are some artists that make exceptions.
why don't you call the place where you are going to get it done?
that makes more sense!!

some will, most won't but what is the point? it will not stay on your foot well. if you actually want it to be there and look good you will have to have it applied multiple times. but you'll just have to call around.
