I know you don't want to cut it yet, but that actually may be best option right now, and not just to keep it out of her eyes. I cut my 16 month old son's hair last night and it looks SO much better--it looks thicker because it's even and it doesn't look all scraggly any more.
His hair wasn't in his eyes, it just looked awful--all uneven and such. Now he looks like an official 'big boy' and it is great! I was surprised, but he actually stayed still while I cut his hair. He sat in his big brother's lap (who is 17) and moved a little, but when I got to the ear area--he was as still as he could be.

All of the suggestions would work.
My daughter (3) used to be like that and I was so desperate I even took her to a braids place and asked them to put cornrows in the front and the sides halfway.
They refused (didn't want to ruin her hair when it came time to take them out) and told me to quit using so much conditioner (she has really curly hair) and not to wash her hair except when it was really dirty or stinky, not something I would do. They also recommended a few squirts of hairspray (to stiffen the hair) if I did not want to do that. I use the little rubber bands AFTER I squirt the hairspray and did not have a problem. Like a few others, I cut them out to keep from pulling her hair.
Now, she is into the real tiny braids and they hold up real well for about 5 days, and I can even wash her hair with them in.
Now, if I could just find a detaingler that really works on dry hair, we would be set.

I would have to agree with Daisy Q. On my 21 month old daughter I pull up 2 ponies with these as her hair is still fine and will not hold to anything else, and she cannot pull these out. The only thing I have against them is they are hard to get out...so I just cut the elastics out at bath time...carefully as not to cut her hair. They are really cheap so I do not mind buying a box every other month. I now let her add some pretties to her hair on top of the elastics...if she pulls them out..then I know her hair will still be in ponies.

They have plastic elastic bands that are similar to the small rubber bands, but since they are plastic, they don't rip the hair when you take them out. I Just spray a little detangler spray by the pony tail and they slide right off. I've used them on my daughter since she was about 6 months old. She was born with a head of hair and it grew fast. I didn't want to cut her bangs either. My niece had bought some of these bands for me and they work great. You can buy them in various sizes and colors. I've found them at K-Mart, Target and Meijer. They aren't in with the baby stuff, but in with the hair accessories. Good luck.

DON'T GIVE HER BANGS! *yuck* There's nothing worse than seeing some kid with gapped up looking hair!
My daughter is 3 and we never cut her hair until a few weeks ago where she got a trim.
I suggest the small rubber bands that everyone else has suggested. That's what I used. I would sit her in the bathroom sink so she could watch and I'd give her little pigtails and it worked perfectly. She never bothered them. Now her hair is down her back and all one length and we usually pull it to one side with a pretty bow.

Hats!! they look cool and can work wonders too - u can get ones that have elastic or velcro straps under the chin to keep them on and if worn regularly they will train the hair to lay away from the eyes too... sorry best alternative i can think of to hair grips and scrunchies!
or if not then you could try a alice band type of thing - but remember not to let her be alone with it.. asleep or awake as it would be quite dangerous if it were to slip round her neck and get too tight !

You could try the small little elastic rubberbands. They work good for my 2yr old she has fine hair and nothing seems to hold it but these do. I found them at Walmart in the baby section they come in a 250 pack w/ all sorts of colors.

Try doing her hair in front of a mirror. I also use the little plastic bandies and they work, but my little one still pulled them out. I found that if she saw her hair up, she left it alone. She also hates having it down now, as she knows what it is like to have it out of her face.

I agree with the small plastic hair bands. Although don't be surprised if she pulls those out too. My daughter's hair hangs in her eyes if nothing is in it, but it seems to bother the adults more than it bothers her! I try to pull it back sometimes, but I don't push it.

gosh your kid sounds just like my 24 month old. She has bangs and long hair but somehow her hair manages to hang over her eyes and she hates it. I would take her to a stylist but we don't live anywhere near one who deals with little kids. Maybe try to get her a style done by a professional who can help out a bit without chopping her hair.
