I don't know if this will work on concrete floors or not, but it works on carpet and upholstery.
It's a product called Natures Miracle.
Give it a try it's worth a shot.
Good luck.

Don't use bleach, it will only stop the smell temporarily. What you're smelling isn't cat urine. Cat urine contains salt & mineral crystals that bacteria love to feed on. You are smelling the waste of the bacteria. Bleach will kill the bacteria, but they will return and so will the smell.
You need to use an enzyme based cleaner specifically for cat urine, such as those mentioned above. Those take a completely different approach, they encourage bacteria growth causing a population explosion. In a short time the bacteria completely consumes the food in the cat urine and then they die from starvation, eliminating the smell. I had the same problem on a pourous stone floor, just dump enzyme cleaner on it and completely soak the floor. Keep in mind it will smell more while the enzyme cleaner is working. Do not mop it up, let it air dry. Repeat if the smell still exists, clean with conventional cleaners when the smell is gone.

as far as the stain goes, you are pretty much stuck unless you want to sand it away. Go to you a janitorial supply store and look for a product called "odor-barrier" it is the only product I have ever found that will get rid of urine smell that has seeped into concrete and subfloor. It does not remove the odor, it forms a layer that seals it in.

Make a mixture of bleach and water - Mix 1 part bleach to 10-20 parts water, pour it on the concrete, and let it stand for a few minutes. Mop it up, let the floor dry, and see if you can smell it still.

Clorox or a bleach compund will remove the stains and most of the odour. Hydrochloric acid diluted 2.1 will also remove the stain and odour. Wash thorughly after 2 minutes to get rid of the acid.
