It depends on the secular belief. Some of it is dogma.

Nationalism, for example, is nearly complete dogma. It is the idea that your country is better than all of the other countries, usually just because you had happened to be born into it. Politicians use this one a lot, nearly as much as they use religious dogma.

Secular belief covers a wide range of opinions and viewpoints and not all of them are dogmatic.
