i think he's afraid that u won't like the idea of being more than friends. there's nothing wrong about making the first move. i think guys like that, and they feel more secure of the relationship. and besides he's not a stranger to u. just be honest and open up to him, i'm sure he'll do the same.

I suggest that you wiat, `til you both Grow Up! things of the minor nature, tend to fall awa, as you grow older. Once you've got some Age? Both of you are gonna know what to do.

Maybe he wants to hes just afriad of being rejected. Maybe tel one of his friends that you like him. And he will be more confident about making the first move.
