Don't pull it down from the arrow.

I don't know which taskbar your referring to, but if it is the blue taskbar on which the start button is housed, then drag the top edge down. If it won't let you drag it down, then right click it and de-select "lock the taskbar".

If your referring to the taskbar in programs like Microsoft Word, then you need to drag them around from the little stripe on their left side.
