With a prybar, release tension on the drive belt and remove. With an 18mm wrench, loosen the one drive belt tensioner bolt. Using a "stubby" 18mm wrench or you fingers if loose enough, turn the bolt loose, and remove. Reverse procedure for installation.

If just the pulley is bad, just remove the bolt in the center of the pulley and put on a new one. If the tension spring is bad get the assembly and replace.
