George L. has the recipe right, for the most part. From my experience, the glass is usually rimmed in coloured sugar. I've seen some places put a gummy lemon wedge or some other kind of candy on the edge of the glass too.
The stuff is delicious - if it's done right, it tastes like cranberry kool-aid.

1 1/2 oz gin
cranberry juice
1 splash Blue Curacao liqueur
1 splash sweet and sour mix
1 splash soda water
Pour gin into an ice-filled highball glass, and fill with cranberry juice. Add blue curacao, sour mix and soda. Shake gently, add more curacao (until royal-purple), and serve
Never had it though I confess. Ill ask for it next time (after a Sex on the Beach!)

from what i know of purple rain is grape kool aid and vodka..and i would never try it because i dont drink.
