look at the first couple of pages of your local phone book and there it will say what your local area is
i can phone four other areas from where i live

It dpends usually it is when you dial out side your local community. If you take New Mexico for example it has basically one area code for the entire state 505. So i could be on one side of the state and call some one within the same area code and it still be long distance.
A good rule of thumb though is if you have to dial all 10 digits of the phone number it is long distance, although in about 5-10 years we will be doin that for all phone calls.

In the UK your telephone directory tells you that, but I think its upto a distance of 35 miles.
