I don't even know what language it's in...is it russian?

it's Russian, it's supposed to be Билет Банка России

the translation is "bank-bill of the Bank of Russia"

the previous answers are not quite correct.here is it
it`s russian and it means the bank papers (bank notes) that are released by Center bank of russia since 1992 and till the present days.i am russian so his is exactly what it means

the first word means "ticket", but in this case = bank note...

the other two mean "bank of russia"
