Things are a bit different when you are talking about a female in heat who raises her hindquarters when you stroke her. She is stimulated by the touch into a mating posture.
Tails are important means of non-verbal communication for animals who have them. When a cat approaches you, it will raise it's tail to show that it comes in peace and and friendship.
And for animals with a good sense of smell, the raising of the tail also allows the cat to expose itself to being recognised (via smell).
The cat doesn't realise we can't smell very well although they have learnt to live with the fact we don't raise tails when we come to them.. (which I am sure they find, is a rather rude habit of ours).

I have two cats one male and one female. When she puts her bum in the air i swear that her back legs lift off the floor with excitement hes not too bothered though, I have a feeling its something to do with their scent glands, they have glads on their feet, face and their back just near their tail, maybe i ts their way of saying please rub me so i can spread my sent on you.

According to a vet I once knew... its a horny sexual thing with them... they enjoy it because it implies, er, mating...
Love cats, but that's always kinda creeped me out.
