Yes, Allah DOES tell us Muslims to pray quietly, sister. And He also tells us that when we read the Quran, we must read it loudly only if anyone who's sitting around is perfectly okay with our doing so. Same thing goes for the prayers.
Now, PRAYER is NOT the same thing as the CALL to prayer. It's done LOUDLY because who's gonna hear the Muzzin if the he offers the call with a low voice? Think about it. All it takes is logic and common sense, Sister. What else is he to do? Call every single house in the community that it's time to pray? You've to understand that the schedule for prayer isn't always staying the same.
Anyway, the call to prayer, obviously, calls for the Muslims to leave whatever earthly thing they may be doing, but to come to the Way of God, to Pray to God, to ask God for anything they want and He'll give it to them if the thing they're asking for is good for them. The CALL to Prayer reminds the Muslims that, basically, it's time to pray; praying to God is an obligation upon a human (at least upon Muslims), a responsibility of God's creation to serve their Creator.

This question of yours, and the other ones in which you try to slander Islam in vain, prove that you never were a Muslimah. And if you ever were, then it's more than clear that you never understood Islam the way a Muslim is supposed to.

Anyway, silly sister, I most certainly pray that God will guide you to His Perfect Path before it's too late. All it takes is some time to think, some decisions to make, and then understand that every choice you make comes with consequences/rewards. Reach for success, will ya, for your OWN benefit.
