It is a word that has unfortunately become slang. People use it when they want to say, "That's too bad."or "How unfortunate." I think it was popularized by a tv show called the Simpsons.

It derives from the act of oral sex so be careful not to use this in the wrong setting or in a term paper or something. I prefer not to use this phrase at all and am tired of hearing it.
