I don';t know if they know they are false(lying). People say things they don't mean. However, if they swear on G-d's name, they are using it as a marker to strengthen their position. So they must need something to boost their credibility. What is the greatest credibility, the Creature, The one who controls all. G-d.
So that is why if a person is lying, to increase their credibility when they have none.

Maybe they don't believe in God and find it funny when you trust them when they promise on God.

I don't know why some do it, but I know that for whatever reason they have done it, they must fast they judgment one day and give full account to everything they have said and done.

because they are foolish...God said.."I WILL NOT BE MOCKED." THAT MEANS MADE A FOOL OF....i guess they forget that he created them. he knows their thoughts before they do. and they wonder why he never answers their prayers?????
