Hi, yes this point is definitely true about hair care. When you rinse with cold water at the end of a shower it keeps your hair follicles "lying down," while warm water opens them up. So when your follicles are "down," your hair appears much more shiny because the follicles are much more smooth in this position, rather than in the upward "bristly" position.
It really works! I have long hair and rinsing with cold water definitely helps keep it shiny. :-)

you should actually never expose your hair to hot water.....luke warm or cool water not only closes the cuticle of the hair leaving it shiny, less frizzy, and healthier because when the cuticle is closed there is less damdage from wind and sun, but it also helps your color last longer
