I think i get what you mean.. like atheism to be its own religion.

But atheism dosnt work that way.
1.the doctrine or belief that there is no God.
2.disbelief in the existence of a supreme being or beings.
Maybe a mass cult that collect others that dont believe..
you would be supprised how many of them are out there..

Atheism isn't really a religion because they believe that there is no God, which leads to evolutionism, which says that man is the highest on the chain of evolution. This is elevating man to an almost god-like state by saying he is the best of the creatures. This is humanism. So in reality atheism is contradictory because it's name means no-god yet they believe that man is god.
But to answer you question, yes, it can be evangelized. Although thats not saying much, anything can evangelized. I could go around telling everyone that I believe that the metal slidey things on floppy diskettes created the world but the evil pink erasers stopped the metal thingies half-way through the creation so the world we live in is only half of what it could be and that would evangelizing.

No, atheism can no more be legislated than can a religious belief. You can't force anyone to "not believe" and more than you can force them to believe.
Evangelizing usually refers to the spreading the word of the xian gospel. But it is of course possible to spread the word of atheism...that is what many of us do on this site and in our lives.

What? You cant make laws endorsing or, hopefully, going against any religion. The government is supposed to be neutral and no matter what, protect religious conscience.

need not be legislated. as every person who preaches his/her religion, the atheists are also doing the same, propagating their beliefs that they have no belief in god.
