You may have a Salmonella problem. Pigeons can be carriers of salmonella and although they do not get sick, nor would they make you sick, they pass the bacteria to their young when feeding them. The young are most vulnerable to any type of disease at about weaning age, or when they have almost lost all of their yellow down. You may have to purchase some medications or vaccines. Jedd's of Anaheim, and Foy's carry these, as well as other mail-order outlets.

Are they supposed to lose their down? I would guess they were cold... you could try leaving a light burning above them to keep them warm. In light of all the bird flu stuff going around, I think it would be a very good idea to have the birds examined by a professional. The USDA hotline is 1-866-536-7593.

Temperature maybe,You don't have any cats in the area.Sometimes they can stress a bird to death.I suggest you take one of your dead birds to a veterinarian to try and establish a cause of death.Good luck.
