but I can't understand why do they give two sets of ingredients?

Take a look at this page:

They first state:
# 1/2 cup all-purpose flour
# 1/2 cup packed brown sugar
# 1/4 cup creamy peanut butter
# 3 tablespoons butter

give a space and then add:
# 2 cups all-purpose flour
# 1 cup packed brown sugar
# 2 teaspoons baking powder
# 1/2 teaspoon baking soda
# 1/4 teaspoon salt
# 1 cup milk
# 2 eggs
# 1/2 cup peanut butter
# 1/4 cup butter, softened

why do they give two sets of recipes?

The first part is for the streusel topping, second part is the cake.

Its so simple ,this cake has a crumblike topping.So thats why there are 2 parts.
First set of INGREDIENTS for TOPPING .
Second set of INGREDIENTS for cake.
1 ..In first part you will make topping,
2....In 2nd you make batter for cake.
So thats why they gave 2 lists of ingredients,
To make CRUMBLIKE TOPPING.

1/2 cup all-purpose flour
1/2 cup packed brown sugar
1/4 cup creamy peanut butter
3 tablespoons butter
Method:
In a small bowl, combine 1/2 cup flour and 1/2 cup brown sugar. Cut in 1/4 cup peanut butter and 3 tablespoons butter until mixture resembles coarse crumbs. Set aside.

For BATTER for CAKE.
2 cups all-purpose flour
1 cup packed brown sugar
2 teaspoons baking powder
1/2 teaspoon baking soda
1/4 teaspoon salt
1 cup milk
2 eggs
1/2 cup peanut butter
1/4 cup butter, softened
Method:
In a large bowl, mix together 2 cups flour, 1 cup brown sugar, baking powder, baking soda and salt. Make a well in the center and pour in the milk, eggs, 1/2 cup peanut butter and 1/4 cup butter. Mix well and pour into prepared pan.

The FINAL STEP,
Now on that PREPARED PAN,you have to sprinkle streusel (crumbleike topping you made )
Bake in the preheated oven for 30 minutes, or until a toothpick inserted into the center of the cake comes out clean. Allow to cool.........

the first set is for the topping
you just need to read the instructions to see that

may be you change no of serving
