To file taxes as married filing joint in the U.S. before the immigrant spouse receives a social security card, the IRS requires an ITIN. The ITIN application asks for a "notarized or certified copy of a valid passport."

Go to a 'notary public' or the post office.

The UPS Store is a notary public, as are most shops which sell passport photos. (There are a bunch down on Market Street.)

(You don't have to translate your passport because all Japanese passports have English translations on them. All they're asking for is a certified copy of your passport.)

Go to the Japanese Embassy for the English translation of your passport and have it certified thereat then file it with the IRS.

first of all you have to ask japanese embassy to translate your passport and then make copy of thet translated page and ask the embasy to certified the copy and then bring the certificated copy to forigner affaier in US and ask them to certificte ..... so easy now you have certificated copy...
