What KIND of insurance? Life insurance? Well, women live LONGER than men, so statistically, that doesn't bear out. Home insurance? I haven't seen any studies that show women put in more claims on homeowners. Auto insurance? Men tend to have higher payouts, as their accidents tend to be more severe . . .
Some states prohibit charging different rates (for auto and life insurance) based on gender. Some don't, if the statistical evidence justifies the rating difference.
As far as my opinion goes - you should charge based on the numbers - the raw data.

Many auto insurance industry experts would agree with the theory that males, especially young men, tend to drive more aggressively than women and display their aggression in a direct manner, rather than indirectly. Furthermore, as a rule of thumb, male drivers are more likely than women to break the law, and the male of the species tends to be more of a risk-taker.

Are you speaking of car insurance?
House insurance?
Health insurance?
Car insurance is generally cheaper for women because historically they are in fewer accidents.
Health insurance is always more expensive for women because we tend to go to the doctor more and have more parts that can break.

YEs! They put makeup on and talk on the cellphone WAY more than men. If I had a penny eavery time I have seen a woman in the car while applying makeup, Id be a millionaire.
