Nope:
Ice is frozen H2O. This is a technicality but I am writing this for fun. Part of the definition of water is its phase as is the case with steam and ice.

Because the term "water" includes it's phase (liquid) and ice by definition has a different phase (solid), ice is not at all water though they are both H2O.
