Everybody you see who is "buff" had to work really hard to get bigger muscles. So, absolutely, you can get even the smallest muscles bigger if you work out properly.

Yes, however your body already has an "ideal" makeup. If you build muscle beyond what your frames ideal structure than you can look disproportionate.

Some good advice would be to concentrate on mucsle groups. This will give you a bigger look all the way around. Instead of trying to get a bigger bicep. Work your entire arm and your biceps will appear bigger because the entire arm is defined and proportionate. This can be said for the entire body!
