Some guys are afraid to pursue further because they don't want to get hurt. He may indeed be interested in you because he used to stare a lot (a sign of attraction) and he was curious about other guys hitting on you (slight jealousy). He was testing out the water by trying to find out if you get hit on often. Insecure guys are a bit reluctant when they think or know that a girl is wanted by other guys. They feel they might not have a chance and scared to put much effort into it only to get rejected. He's backing off right now because he's unsure of things. If you are interested in him, be patient and continue to be friendly with him. Get to know him better and maybe he will become more confidant about you.

Maybe it was just a casual flirtation just for fun, to ease the boredom at work. Maybe that day he was just in a grumpy mood and wanted to be left alone. In either case, he is probably not crazy about you or he wouldn't have been rude. He probably likes you at least a little bit though or he wouldn't have flirted with you.

1. He gave hints, but you didn't make the first move. Not that it is your fault, but perhaps he expected the girl to be the one to ask the opposite sex out. In this case, he showed interest and expected you to ask him out or something and you didn't.
2. You could not speculate on why he stopped talking to you and just ask him straight up about why his attitude towards you changed. Maybe it is something personal or it may be #1 (above).

I would ask him if there's something wrong. Perhaps someone is starting trouble behind your back or maybe you have done something you're not aware of. He could have taken something you said the wrong way. If he doesn't answer to your satisfaction, then move on. There are plenty of other men out there.
