How much does sea cargo usually cost from china to the west coast? such as a 20 foot container.

It depends on the company and it is hard to say. You have to consider the shipping cost, import/export fee, port fee and I think there's also a custom fee. And if the custom doesn't get to your cargo on a timely manner, then, there's fee per day for time the cargo sits at port until it is cleared.
Check out this website in China, they handle cargo shipping. The best thing to do is to give them a call for quotes.
