You have to enter the compters BIOS program and set it up so that your CD-rom or dvd drive is your first boot device. Sometimes to enter you bios you hit the DEL, F2 o ESC key during the very beginning of the boot process. If you can not get into the BIOS routine then contact the manufacturer or take it into a computer repair store.
Hope this helps.

After turning on your PC, go to BIOS settings (also known as "Setup"). This can be done by normally pressing "Del" found on your "Num Pad". From there allow Boot from CD, & disable the other boot devices. Once boot from CD is successful, follow the steps according to your needs to install Windows. Once, the computer restarts, enter BIOS again, allows Boot from Hard Disk, & disable Boot from the other devices. Then, continue with Windows Setup

when booting the computer it will give you the option to boot to the bios...Your bios is not set to boot to cds..You need to go to the bios and find the boot section and change the booting order from the c drive to the cd rom..there are different ways of doing this and it should explain in the bios section..but when finishing loading you have to stop it before it goes back to windows and change the booting order back to c drive..
