Their pants would if they had their arms full of stolen loot and tried to run down the street avoiding the pursuit of the police!
The multiple layers of underwear also indicates that they are actually afraid of showing their "azzes" and are insecure of their sexuality.
This is NOT racist, it is cultural prejudice, and applies to ALL races,

the correct term is "sag". and usually they still use a belt even thought they are really low.
