It depends on what the garnishment is for. Generally, the feds don't cooperate with anyone unless it's for either back taxes or child support.

Only a government agency can take your income tax return money. Garnishment is through company payroll, tax returns are from the government outside of the company payroll.

Yes, she still has to pay taxes on what she makes. The garnishment is because something else is owed and has to be taken as well.
