You can be useful to God whether you are on top of the world (so to speak) or when you are exhausted of all your means. It is according to how you use it. It is not about being rich or poor for God doesn't relate to this human quirk. It is all about the heart and what you may have inside there. If your priorities are in the right order, God first, Family second and everything else falls into place, that is my saying! That's when we are the most useful....

Knowledge and understanding comes in two forms. One is through books. We learn from them based on other people's experiences. We learn from others mistakes and triumphs. We also learn the sciences, math and other "logical" texts.
We also learn through life's experiences. These are our triumphs and our failures. Hopefully, we learn from our mistakes.
God can use us whether we are "on top of the world" or flat on our backs, exhausted.
The important thing when it comes to God is that we have a relationship with Him through His Son, Jesus. The more we draw closer to Him the more He draws closer to us. We learn that "what's so important here on earth" isn't that important and what is important is putting ourselves in God's hands and willing to be used by Him however He wants. In this we find satisfaction and a true joy that no drug nor drink could ever produce. Drugs and drink basically satisfies for the moment ... serving Him lasts for a much a longer time. In that a true satisfaction comes.
So, no matter where we are in our walk with Him and whether or not we are on top of the world or flat on our backs ... we can be used by him if we give ourselves over to Him more and more. The important part is our willingness to be used by Him and in no matter what circumstance still be willing to be used for His glory.

As John Milton put it in the famous sonnet, "On His Blindness",

Bear his mild yoke, they serve him best."
However, it is equally true that we are Christ's hands and feet in this world, doing unto others as we would like to be done by, and showing the light of love - or at least that is the theory. Being only human, we screw it up a lot of the time!
So to answer your question more specifically: either! Whichever state, weak or strong, in which you discover Him; whichever brings you closer to a knowledge of God; whichever motivates you to respond to the love He shows you...

Flat on your back and exhausted. God exhorts us all to be hard workers and warns against idleness. If you're on top of the world but not thanking God for that success it's empty success.

You are always useful to god. Sometimes he'll send a rich person to me to help out when I'm down and out flat broke needing gas. Hes also there when your on you back. That is your test. We all have to be tested in our faith. Keep your chin up. I could go on and on and tell you a whole life full of tests.

In one, you are bragging about and not actually being of use. In the other, you've wasted energy, failing to seek help from others and being spent, are of no use.
It's when you use your knowledge to help others, give of your time in measured amounts, knowing when youre needs must come first, when you seek the help of others when needed, THEN are you dong all you can and being of the most use.
