i think it should be Visakhapatnam. Yes a lot of things to be done but it has all it takes to be a city that can replace Mumbai.

Ideal climate, Panaromic view, A natural sea port, good roads, Plenty of water, An airport and a railway station. If indian political leaders think of developing new cities and decongest Mumbai then there are not one many will emerge as good contenders such as,

Dehradun, Trivandrum, coimbatore, hyderabad, lucknow etc,

20 years before how mumbai was, now is chennai & Blore. Beyond a certain point, any city looses its originality and becomes a cosmo politan city. It will become survival of the fittest. Lions & Tigers only can live. Cats & dogs will go away into Jungles.
