It does not necessarily mean that they are smart, just accomplised at being assertive. It is a skill most people can achieve. However, it is not what you say, it is how you say it that matters. A fast and fluent talker may not always have the ability to be sensitive to other peoples' feelings; and sometimes they can have a tendency to make others, who are not so accomplished, feel inferior. Sometimes speaking your mind isn't appropriate. The people who have the ability to take their time to listen and speak on the same level as everyone else, but also manage to get their point across without offending, is usually the ones who are respected and appreciated more.

No way! In the UK we call them blaggers. Another term is 'the gift of the gab' nothing to do with intelligence just confidence.
I find quiter less confident people to be more often of higher intelligence.
A fast confident speaker mentally cannot be as receptive in a conversation or in life as a quiter person and so cannot be as perceptive resulting in a more limited veiwpoint. This means Its a weakness not a strength! A really intelligent speaker will often use pauses to manage the data in their heads. Fast and confident speakers are usually just either trying to sell you something or get something out of you.

It's important not to mix up assertiveness with intelligence. But as you see, when you sound like you know what you are talking about, people will believe you, even if it's not true.
