Yest you can.
If the recipe calls for sugar, you can substitute an equal quantity of sugar in the raw. The primary difference is that it's less processed, so there still a small molasses component remaining (which is what give it a slight brown color) and that would definitely leave your finished product tasting a little differently. It wouldn't ruin it, nor make a bad wine, just a slight variance in the flavor of the final product.

You could, but it may introduce a different flavor and may dissolve differently. The sugar is turned to alcohol...less sugar dissolved means less sweet and less alcohol. It may be ok and unique tho.
