Well, I would think it's because people do not know the difference between details and questions.
Sometimes I want to ask a question, and then I stop myself. If I can't figure a way to get an actual question (you know, a sentence beginning with how, what, when, where, why, or who) into the question box with the character limit, and it make sense, I don't need to be asking it. Too many people use this as a commentary site and they want to tell the world things, instead of ask meaningful questions.
