I'm running an experiment and need web links or advice how to build a 240 mains (I'm in Australia) power supplyso I can power a high powered car head light running between 9-16v @ 3.2-20A I need to build one

An automotive headlamp can operate on AC as well as DC power so all you really need is a step-down transformer. For the power you mentioned a 240 to 12 volt transformer rated for at least 320 VA (volt amps) would be needed, the closest standard rating would be 500 VA. Connect your mains cord to H1 and H2 through a double pole single throw switch and the headlamp to X1 and X2. The transformer should have a diagram of the proper connections, follow that if it is labeled differently or has additional connections (some require jumpers) Putting the switch in the mains cord will let you use a switch rated for 10 amps and make the setup safer to handle when it is turned off. As additional safety measures be certain to insulate all of your electrical connections and insert a fuse in the mains power line. I'm not sure of the conventions or style of mains plug you use down there but the fuse should be in the "hot" line.

1. Plug in a 12 volt battery charger.
2. Plug in a fairly substantial 240 to 12 v transformer. The bulb should run off an AC current just fine, unless you know otherwise.

mike 1942 f has got it right - and simple.
Hook your light up to a 20A-12 V battery charger.

Other wise, you'll need a 20A/240V to12V transformer at a cost that will probably exceed the cost of a battery charger.

I don't know why you would want to do it, but you need to build a unit to convert 240 volts alternating current to 12 volts direct current.
