July is winter in the Southern Hemisphere. Much likely will be very cold in July and August. The average temperature during this time of the year in Buenos Aires is 12 celcius. And Buenos Aires has no beaches, famous beaches nearby are Mar del Plata and Punta del Este (Uruguay). I think that Buenos Aires is a very interesting city, no one goes to Buenos Aires because of the beaches.

As the previous answerer said, the weather will be a bit dreary, but nothing like New York in the winter! The night life is always vibrant in BA. You will never run out of things to do. It is probably my favorite city in the world just for its flavor and electricity and excitement. The big vacation month is January, so you won't have to worry about a mass exodus from the city. There may be a fair amount of American tourists there in the summer, but I'm not really sure. It's like any big city and has tourists at all times of the year. Have a great time!
