Entrapment is where someone is "enticed" into breaking the law. If you're speeding...I doubt anyone is responsible other than the person with the lead foot on the accellerator!

Not in California but its not legal everywhere. Rules like this follow under city codes as well. It wouldnt be a state regulation. It would vary by county or city and police department. In my state and city they are suppose to keep on parking lights....for safety. As far as if they do it all the time who knows.

I don't know if it's legal or not but it is done in every state of the Union. Just don't speed and you'll be fine.
