Agree with the first answerer to a degree. If things were always holly-jolly, then we wouldn't have any hardships and we wouldn't learn a damn thing.

Sometimes we put the blame to God when we don't realize that we ourselves is the problem... God, (may be) allows these circumstances just for us to feel His presence... I am a mother of a 2 kids, my first son is having his medications until January 20 because of primary complex or weak lungs... my second child had a cyst on the top of his forehead since birth and was operated last July 2006... Sometimes I want to ask God why those sickness comes or those problems prevail. God gave me the answers through the people around me during those days that I am in a sad and lonely times thinking of these problems.
A) As I was in the hospital, eldest son being check-up, I meet people whom I say, I am more blessed than them... why? their sons and daughters have more heavy sickness: 1. blue baby 2. asthma 3. complicated 4. and other sickness.
B) Another is that my sister texted me the answer of God re: that question, " If u don't feel any pain, would you know that I am here, If you don't feel hurt, would you call me and ask help?"
I hope you're eyes are opened with this... God bless u!

The word of God says that God does not cannot tempt anyone. Illness comes as a result of the devil's work in our life. How does the devil come in? That is when we leave a window open.
when we commit sin, we give the devil a right to operate in our lives. Then, he has a legal right because we then operate out of God's jurisdiction. Darkness and light cannot dwell together.
In the case of a little child, its a generational thing. God says in Leviticus that when sin is committed that curses will last up to the fourth generation but when we do good, blessings will last up to thousand generations. This is a case like that.
We must remember that our actions affect our blood-line. The remedy for this is confession for the sins of ancestors. Ask the Holy Spirit to bring to your mind what these sins are and what the doorways that have been left open are and then ask God to forgive and cleanse and seal the family by the blood of Jesus. This child will then be healed in Jesus name.

Why does God allow earthquakes and tsunamis?
Why does God allow people to die in car crashes?
Why, Why, Why?
The bible hasn't answered these questions, but He has his reasons. Even the apostles weren't free from disease. I think it was Paul who talked about having some unidentified medical concern. He was able to heal others through God's power, but was not, himself, healed.
Try to remember that life on earth is little more than a sneeze on the cosmic scale of reality. If a person dies young, or suffers horribly in life, it's tragic but temporary. I say that with confidence as a believer with a severe congenital neurological disorder.

These things happen because there are things (fortunate and unfortunate) in this world that happen by chance--that would be a random "sport" in a gene.
If the disease or DNA abnormality were a result of, say, chemical/radiation exposure or abuse on the part of one or both parents, then chance is out. At this point, the parents "reap what they have sown". How can we, who tell God to "go away, and leave us alone, and stop telling us how to run OUR LIVES" hold God accountable for what we do to ourselves and our children? God, being the perfect gentleman, will not force Himself in where He is not wanted.
And yet, humans often scream at God to "go away", and then get mad when He does. Strange, isn't it?

You assume that a baby is innocent, this isn't correct.
Genetic problems are a result of the curse on creation, as punishment for sin. Everyone is born with a sin nature, the Bible is clear we're all sinful at birth so we can't claim that we deserve protection from evil. However, God does protect us from evil at times and even has allowed us to learn about medicine so we can fix many problems.

I which I was born with a disease, I wouldn't be living in this world consciously. You can't sin if you don't know the difference between good and bad. So he/she are saved from sin and the doors of heaven are open for them. If God allows it is for the salvation of their parents. To have a child with a diseases, it means you need to have love and patience always, or you will not be able to live. To give your life for the others is the greatest of all commandments so taking care of that child is your salvation, to live no longer for yourself; that is to be a Christian. To have a baby with a disease its a blessing after all.

Because it has nothing to do with "God", it is not a test. If as had been said that "God" knows what is in your heart, there is no need to test you.
The world like the universe is allowed to run how it will, I think the Divine watches to see what we will do with it, try to rule it, be ruled by it or learn to live in harmony with it.
Disease and physical aliments happen because of our interaction with nature and those man made things we let loose into the sky, the water and the earth.

This is most assuredly not the answer you were hoping for, but it may help you.
John 9:2
And his disciples asked him, saying, Master, who did sin, this man, or his parents, that he was born blind?
3 Jesus answered, Neither hath this man sinned, nor his parents: but he was born blind so that the works of God should be made manifest in him. (paraphrased)
According to the Bible, no one born into this world is innocent. Even at birth, human beings have a sin nature to deal with. But that has nothing to do with God "allowing" bad things to happen to otherwise good people.

You chose your wording well. Allow is a leap year away from cause.
Genesis states God created humanity in his image. Imago Dei. This includes free will. God has the free will to intervene and stop these two heartbreaking situations and any others we can name. To do so would be to cross a boundary into the freedom of our existence. We would be so many chess pieces God moved around the board.
When God allows us our freedom, even to denying Jesus, it costs a great deal for God then shares in our pains and fears. This is what "in carnation = in flesh" means. God is with us until one day soon we will be with God.

DNA abnormalities are caused by things that go on in this world, like the production or harmful chemicals that nature never developed the way to deal with. Like radiation from man made sources, like pollution from all kinds of industrial activities, like smoking, you get the idea. Point is it doesn’t have anything to do with anything God has done.
We done it to ourselves.
