Having them isn't illegal, they are called strobes or flashers. Using them in a non-emergency is.
Also using them to impersonate a policeman SEE I DIDN'T SAY PIG nannie nannie boo boo...

But there is another way of signaling that used to be the normal for unmarked cars, blinking one light off the other on and reversing at like 10 times per second.

There was a guy who did that for a while in West Texas back in the 60s and NO it wasn't me, I must have been like 7 and couldn't see over the dashboard to drive.

They called him the blinking bandit because that was how he would pull his victims over.

They can be strobes if they are installed inside the head lamps. If they are behind the grill and are seperate lights flash back and forth they are called wig-wags. It is not legal for anyone that is not a police officer, volunteer firefighter or EMT responding to call to drive with strobes or wig-wags in operation

Those lights are called wig-wags. And if they are legal or not depends on your state. In Texas, it's not legal to use them on public streets unless your in an emergency vehicle.

The lights are called strobe lights. Having strobe lights are not illegal but using them while on the road is illegal.

in case you assert "contained in the headlights" and they flash alternately? they're headlights happening and off on staggering. some police vehicles have white strobe kiths on them too yet those are literally not "in" the headlights.
