All I know is aesthetic Russia prior to the 20th century was beautiful. The Hermitage is a great example.

China is still very strong. Probably as strong as ever.
Russia's problems were entirely economic. When you have a system that doesn't encourage economic growth, you get to the point where you can't afford to keep up.
