You mean like MS Project? There are so many areas of Civil Engineering, from construction to design, to inspection, in the areans of Hydrology, Structural, Surveying, etc... you need to fine tune your question a bit more to define exactly what you want to be estimating., (ALso, what do you feel is the difference betweeen labor and manpower? Isn't labor cost just the manpower hours times the hourly rate?) Speak clearly grasshopper or you shall never leave the temple.
