I have this neighbor who keeps wanting to use my phone, at all hours of the night. At first, it was only once a week, during the day, but a few weeks ago, she came at 130 am and then 630 am, and I don't want to be mean, but the last time she came, I told her no I was expecting a call. How do you "nip it in the bud" so to speak without causing strife?

Go ahead and "cause strife" . This babe is way outta line!
I would say she's USING YOU...and she will continue to do so
if you let her. How about, "Get your own phone, or go pester
someone else." And turn around and walk back into the house.

Go buy a 5$ phone card, late Christmas present for this lady, tell her she can use it at any phone booth, then tell her she needs to get her own phone, say it like it is, don't beat around the bush, be nice but firm. You are allowing her to cause strife in your life, a few good words from you will end this. Don't worry about hurt feelings as this women has no consideration for you.

Sounds to me the situation has gotten out of hand. Really!!! Why doesn't she have a phone? Too poor? If she is so poor why keep making so many calls at your expense? If she is making so many calls i conclude that the calls are not for emergencies. Nip it in the bud by telling her you no longer want to lend your phone to her anymore.

I kinda find those type of people like the puppy that won't go away once you feed it. I found giving them a good kick works pretty good. One other thing you can do is slap yourself for letting it continue. And no matter how nice you might be about it there will be strife because people like that only care about themselves, and they will take it as a major event in their life, like how dare you even not let them.

Just tell her nicely and very casually.."I do have to get up early in the mornings...to work..take kids to school (insert whatever your lifestyle suits) and I cant get to sleep when your in my house!"
If she comes a knockin during the day ...dont open the door..and lastly tell her to get a phone! Good luck...but remember just do in a casual..singy song voice. Good Luck

If you continue to let her use your phone whenever she wants she is just going to, why would she stop. Just tell her no, and tell her if she needs a phone she should pay for one herself. Or direct her to another neighbor.

I think I would continue to handle it as you did. Also, the next time she comes over at an inappropriate time, I'd act as if I wasn't up or at home. If she says anything, just tell her you didn't hear her.
