Depending on where you live, the time of year, and the prevailing protocol, almost anywhere. However, the most likely:
- Any place where swimming can occur, such as a pool, the beach, etc.
- Wherever sports are played. It's perfectly normal to go shirtless when placing sports like basketball, soccer, etc.
- In your own home, or the home of a friend, with their permission, of course.
- At a park, or any place where sunbathing occurs
- On a public street, as long as you won't be going into any stores, as there are health codes to consider.
- When you're washing something, such as your car, pet, etc., where the possibility of being splashed is real.
- At an outdoor sporting event, such as a baseball game, etc, especially if you will be sitting in the sun. We used to sit in the bleechers just so we could take off our shirts, sneakers and socks and work on our tans while we watched the game.
- Pretty much anywhere you want. After all, you're an American!
