I not sure. IF, you using cable, the cable act like an Antenna and there may be a local radio station "Bleeding In" on that channel, usually by Harmonics and not the actual Frequency. You may be able to make a filter. I really not know enough of your situation. But, Radio Shack may sell something for this, or make one with a Capacitor, but, you would need to know what size capacitor.
Now, on my Cable, I was having something like Channel 16 Bleed into my Channel 67, but, not the other way around. I found when I turned on my DVD and tuned it to Channel 67 and the TV to Channel 3 it Filtered out the Channel 16. I hope you understand what I saying.
IF, you just watching a DVD/VCR movie and not using your cable, try disconnecting the Cable and see if it clear up. IF, it clear contact your cable company and tell them what you had to do.
My cable eventually fixed the 16>67 bleed over, it was in their lines or station I guess. They never came to my house, so, other people may have complained too.
