Why is the energy from static electricity difficult to harness?

There is very little energy in a static charge, The rate of generation is low. and it takes more energy to generate the charge than is produced.

The only source of static electricity I know of is lighting. There just isn't enough lightning to make it worth building lightning rods to harness the energy.
