How can I get him to stop?

You need a professional dog trainer for your dog. I have chihuahuas and none of them are biters. It is not a chihuahua's nature to bite. They have to be well socialized from an early age and raised right by the owners. Some owners think it is cute to have a bad chihuahua who wants to bite everyone. That is not cool.

1. Don't let strangers interact with your dog.
2. Build your relationship with your dog. Don't free-feed him; instead, have him work for every bite of food that he gets. Play games with him; probably best to put all of his toys away when you aren't playing with him, so that he learns that all fun and good things come from you. You may want to do a Google search for "NILIF" or "Nothing In Life Is Free" to see why this is important.
3. Control your dog's environment so that he doesn't feel that he has to be aggressive to strangers. Crate him or keep him away from guests during the 1st part of this program.
4. Invite one person over who you can trust to not interact with your dog, except to throw really amazing treats around. Repeat, with different people.
During this program, be an observer - find out what it might be that sets your dog off. For example, many small dogs hate to be loomed over and petted by people - in fact, most dogs will only tolerate a pat on the head. Your dog is showing you that he is fearful and uncomfortable - it is your responsibility to help him, so that he doesn't harm anyone.

There's a show on call the dog whisperer and the guys name is Cesar Malone P.S. I hope I spelled his name right but this is how it sounds, but anyway he's good and you need to watch his show. Its on the national geographic channel. Give it a watch see! Your dog needs to be disciplined and your not doing it right or not at all, but there is hope!
