the wedding will take place in a south carolina resort. although it will not be a formal wedding we would like people to be dressed elegantly in a southern manner. the ceremony will be at 6:30 p.m.

Your invitation is a prelude to your ceremony. You can mention Black Tie, Southern or Casual...
Ultra Formal events are usually in crisp, concise colors, such as black and white. Garden, or outdoors are in lighter colors, and if you make the invite funky, everyone will dress like that. I think that the more "formal yet pretty" you make the invites, they will get the picture. That and the location of the ceremony/reception.

You can also spread it by word of mouth if asked.

Typically guests get the clue about what sort if dress is expected by the formality of the invitation, however you have said that your wedding is not formal. The only attire notation that is proper to print on a wedding invitation is black tie. Otherwise, include a separate note listing the dress expectations.

Well 6:30 is technically an evening wedding, so put "evening attire requried". Any evening wedding is formal so most of them should know this.

On your invitations, put "Dress: Southern Elegant"
