My dad and brother have a room in the back of the house where they keep there drums and guitars, Right now its like a reject 1970s decor and I need some cheap inventive ideas to make it look great!

Use at least two colors to paint the walls a nice bright color. Alternate the color on the walls, or paint two adjacent walls the same, then repeat with the other color on the other two walls. You can usually find reduced or clearance priced cans of paint at your local hardware store.
Posters of their favorite bands, singers, etc. on the walls would be cool. You could make collages of music equipment and bands from old magazines, frame them in cheap frames from the dollar store or Pier One.
A record clock is something you could make cheap. Links are below. I just Googled 'record clock'

Why not take old vinyl records and hang them on the walls?
You could use some mod circles, peace signs, etc brightly colored paint to create designs.
