In ancient Jewish tradition Satan is simply an angel doing the work that God assigned to Satan to do.
The word Satan means challenger. With the idea of Satan challenging us, or tempting if you will. This description sees Satan as the angel who is the embodiment of man's challenges. This idea of Satan works closely with God as an integral part of Gods plan for us. His job is to make choosing good over evil enough of a challenge so that it becomes clear to us that there can be only one meaningful or logical choice.
Contrast this to Christianity, which sees Satan as God's opponent. In Jewish thought, the idea that there exists anything capable of setting itself up as God's opponent would be considered polytheistic or setting up the devil to be an equally powerful polarity to god or a demigod.
Oddly, proof for The Christian satan/devil mythology is supposedly found in the ancient Jewish texts that were borrowed to create the bible. One can’t help but wonder how Christians came up with such a fantastically different interpretation of Gods assistant Satan in their theology.
Other hints about Satan’s role in human relations can be seen if you look at the name Lucifer. It’s meaning in the original tongue translates as Light bearer or light bringer. Essentially the bringer of enlightenment. The temptations of the Satan idea bring all of us eventually into Gods light. Hardly the Evil entity of Christian mythology.

Almighty God is soveriegn, but he in his Word says that he puts it into the hearts of men to do his will. Satan took the Lord Jesus Christ at his temptation and showed him all the kingdoms of the earth, and said they were his to give to whom he chose. Jesus did not rebuke him for this but for his tempting God in the flesh, Lord Jesus Christ. The governments in prophesy are seen by God as beasts. While God is omnipotent and all things are done according to his will, it is an amazing truth that no matter what Satan does, he can only fulfill the will of the Almighty. While Satan is now loosed a little season and appears to be rampaging about as he wishes, he is still restrained, the proof of this is that we are still alive. Satan hates people and would kill us all if God were not restraining him. Satan was a murderer from the beginning so says the Word of God.

It was a lie to tempt Jesus. Satan has no power to give something that is not his. And the Bible says that Jesus rules the earth. That by His name we can cast out demons (from satan). Also God also says that he put every person in high positions in power for a reason. So the answer is no Satan does not rule governments.

I don't know about his having control, I do know that satan is called the god "little g" of this world. Look around at some of the "rulers" of this earth, and it isn't hard to imagine that satan influences them. But no, I wouldn't say satan controls all governments. Certainly not ones that have at their helm godly men.

satan is the prince of this earth and he and his forces of evil dominate earth... so yes, satan has great influence in all governments of men of earth.... satan could have done as he told Jesus. satan dose have that authority. he will give that power to the one who will control mans governments during the tribulation period prior to Christs return.
