what are the chances of getting a re-entry permit approved if I will be studying in the Philippines for 2- 3 years because I'm a nursing major

Your chances are excellent. But make sure you get it before you leave, just in case. And remember, you can only stay out for two years (not two years and one day) with a re-entry permit.
